Dispensers don't plant seeds. Seeds must be planted via player or farmer villager.

What you need is a square dirt field with water dotted around say 15x15 blocks not too big. Then you need farmer villagers and feed them seeds untill they cant take anymore then put one in farn and plant wheat then when he farms it he will drop the wheat. Then you have to run a track all around the area underneath the farm with a hopper minecart on and that will collect the wheat from above

Make a stop of point so the hopper cart can dump in a chest and there you go

Btw villagers have 8 inventory slots, so I'd recommend preparing 8 stacks of seeds if you are going with Harvey's idea.
