Wowman, the definition of 'moderator' is an arbitrator or mediator. On the server, this is someone who directly helps players resolve issues between themselves and uphold the rules. For this they need various commands to punish players who break the rules, including /mute, jail, kick and ban which they have. Unban is an administrator command because it is not used for directly moderating the server (for example, /unban could be used by a moderator to unban someone that wasn't banned by them and wasn't involved in any situations that moderator moderated).
Moderators only originally had /unban for convenience if they mistakenly banned someone, but it was removed as they abused it by using it to unban players who they hadn't banned. Besides, banning someone is a very severe punishment and care should be taken by the moderator before executing the command to make sure no mistakes have been made. People who ban carelessly without a second thought shouldn't be moderators. |
