This is just my opinion on that permissions should be added/removed from each rank.

Default:
Lose /nick

Citizen:
Citizen is fine :D

Helper:
Gain /hat

Donator+
Lose /give

Mod:
Can i ask why they don't have /unban?

Default lost /nick around early February I believe.

Helper should have /hat I think... but it might not. I'll check if it does and add it if not.

Why should donator+ loose /give? I think it relates well to the vanilla /give command so people are familiar with it, but the only problem is that it might be able to be used to give items to other players.

Moderator lost /unban from abuse a while ago by unbaning people who had been permanently banned for a very good reason. I should probably reinstate this permission for moderators but that should depend on the entire staff's opinion.

Luigi they are MODERATORS they need to have ban and unban and jail and mute.

Wowman, the definition of 'moderator' is an arbitrator or mediator. On the server, this is someone who directly helps players resolve issues between themselves and uphold the rules. For this they need various commands to punish players who break the rules, including /mute, jail, kick and ban which they have. Unban is an administrator command because it is not used for directly moderating the server (for example, /unban could be used by a moderator to unban someone that wasn't banned by them and wasn't involved in any situations that moderator moderated).

Moderators only originally had /unban for convenience if they mistakenly banned someone, but it was removed as they abused it by using it to unban players who they hadn't banned. Besides, banning someone is a very severe punishment and care should be taken by the moderator before executing the command to make sure no mistakes have been made. People who ban carelessly without a second thought shouldn't be moderators.
